FIR Registered For Dragging a Puppy Across Concrete and Throwing in a Canal in Kanpur, Following PETA India and Umeed Ek Kiran Foundation’s Intervention
After receiving information and video evidence showing the apparent killing of a puppy by two men who dragged the animal long distances on concrete in broad daylight by a rope around the neck, and then reportedly threw the animal in a canal, resulting in the dog’s death, PETA India worked with Mayank Tripathi, Founder of Umeed Ek Kiran Foundation, and Kanpur Police to ensure that legal action was taken against the accused.
The First Information Report (FIR) was registered by Naubasta Police Station, Kanpur Nagar. The incident occurred on 13 March 2026. The FIR has been registered against Jitendra Singh alias Jeetu, a resident of Hanspuram in Kanpur, and a worker employed at his shop.
Following PETA India’s escalation of the matter with senior officials of Kanpur Police and a complaint submitted by Mayank Tripathi, the Naubasta Police Station registered a First Information Report under Section 325 of the Bharatiya Nyaya Sanhita (BNS), 2023, and Section 11 of the Prevention of Cruelty to Animals (PCA) Act, 1960. Section 325 of the BNS, 2023 makes killing or maiming an animal a cognisable offence punishable with imprisonment which may extend to five years, or with fine, or both. Additionally, Section 11 of the PCA Act, 1960 makes beating, torturing, or causing unnecessary pain or suffering to an animal a punishable offence.
PETA India recommends that perpetrators of animal abuse undergo a psychiatric evaluation and receive counselling, as abusing animals indicates a deep psychological disturbance. Research shows that people who commit acts of cruelty to animals are often repeat offenders who move on to hurting other animals, including humans. A study published in Forensic Research & Criminology International Journal stated, “Those who engage in cruelty to animals were [three] times more likely to commit other crimes, including murder, rape, robbery, assault, harassment, threats, and drug/substance abuse.”
